Microsoft lenkt und in Europa lässt den Kunden Datenflüsse aktiv lenken. Damit reagiert der Hersteller z.B. auf Performance Engpässe zu reagieren. So kann man seit 3,5 Jahren die Aufnahme von Teams Besprechungen weltweit verlegen, um diese Funktion immer und zu jederzeit verfügbar zu machen. Dies wird in der EU nur sehr selten getan, ist aber möglich. Nun folgt auch diese Funktion für Microsoft 365 für Copilot.

Mit Flex Routing führt Microsoft eine neue Option für Microsoft 365 Copilot ein, die speziell für Kunden in der EU und der EFTA gedacht ist. Ziel ist es, auch bei hoher Auslastung eine stabile Copilot‑Nutzung sicherzustellen, indem die LLM‑Inferenzen (also die eigentliche Verarbeitung von Prompts durch große Sprachmodelle) temporär außerhalb der EU‑Datengrenze stattfinden dürfen.
Wichtig dabei: Daten bleiben verschlüsselt, sowohl bei der Übertragung als auch im Ruhezustand. Die Speicherung von Daten erfolgt weiterhin innerhalb der EU‑Data Boundary, mit einer klar begrenzten Ausnahme für pseudonymisierte Daten, die aus Sicherheits‑ und Betriebsgründen kurzzeitig außerhalb der EU verarbeitet oder gespeichert werden können. Diese Regelung ändert nichts an den grundsätzlichen Zusagen zur Datenresidenz und zu Microsofts EU‑Datenschnittstellen.
Flex Routing ist standardmäßig aktiviert für berechtigte Mandanten, die nach dem 25. März 2026 erstellt wurden. Ältere Tenants sollten die Einstellungen aktiv prüfen. Administratoren können Flex Routing jederzeit zentral steuern – im Microsoft 365 Admin Center für Copilot und Copilot Chat sowie im Power Platform Admin Center für Dynamics 365, Power Platform und Copilot Studio. Dabei gilt: Ist Flex Routing im Microsoft 365 Admin Center deaktiviert, kann es auch in der Power Platform nicht separat aktiviert werden.
Für Organisationen mit hohen Compliance‑, Datenschutz‑ oder Betriebsratsanforderungen ist Flex Routing ein bewusst gestaltbarer Kompromiss: Entweder maximale Performance bei Lastspitzen durch globale Inferencing‑Ressourcen oder konsequente Verarbeitung ausschließlich innerhalb der EU‑Datengrenze. Damit wird Flex Routing zu einem zentralen Governance‑Schalter für den produktiven und zugleich rechtssicheren Einsatz von Microsoft 365 Copilot in Europa.
Was passiert?

Bei hohen Lastzeiten kann Microsoft die Prompts zur Datenverarbeitung und auch die Inhalte in die USA schicken!

Das Problem ist, dass die Funktion ist zunächst angeschaltet ist und aktiv deaktiviert werden muss.
Ein weiteres Problem ist, dass man nicht genau weiß, wann nun die hohen Lastzeiten sind oder nicht.
Ein weiteres Problem ist, dass man nicht mehr innerhalb der EU Boundary Daten verarbeitetet und damit Freigaben beim BR und bei Datenschutz, sowie DSFA und TIA fallen können.

Starting April 17, 2026, Microsoft enables flex routing for EU and EFTA tenants using Copilot, allowing LLM inferencing outside the EU Data Boundary during peak demand. Data remains encrypted, with limited pseudonymized data stored outside. Flex routing is on by default but can be managed in the Microsoft 365 admin center.

To provide customers with greater flexibility during periods of peak demand, Microsoft is introducing flex routing. Flex routing allows large language model (LLM) inferencing to occur outside the European Union (EU) Data Boundary during periods of peak demand to help maintain a consistent Copilot experience.
No matter where LLM inferencing occurs, data will be encrypted in transit and at rest. Data at rest will continue to be stored inside the EU Data Boundary, except for limited pseudonymized data which may be stored outside the EU Data Boundary for security and operational purposes.
Flex routing is enabled by default for your tenant, and you remain in control – you can review or change this setting at any time in the Microsoft 365 admin center.
